after reincarnation, Bob robs a bank thinking himself invincible and is blown to smithereens by Agent Mizaki KILLED

Just so happens that the blast incinerates everything around Bob, and since he's made of water, he evaporated. However, mass is not formed or destroyed, only transformed, so his cells remain. Nonetheless, since evaporated water at such high temperatures would reach a state of permanent gas, he will disipate through air at a rapid speed, since gas tends to expand until it fills all the surrounding space.

All this concludes in his cells being to far apart to regenarate Bob via condensation, so he's screwed

So hitsugaya comes into play and cools down the temperature, so Bob is able to regenerate...SAVED

However, having to change the state of the matter from gas to vapor to liquid to ice took a toll on Hitsu, so his reiatsu is spent. Because of it, he couldn't keep the block of ice in place and it shattered...

So how is bob? He's DEAD
